Why do cell phone companies only provide deep discounts on new phones to new customers? Why not offer loyal customers the same discounts?

I have asked my provider that very same thing. I was told it was to lure new customers. Sounds like bull to me.
To attract new customers.
I once inquired the same thing of my provider and ended up with a free phone - they were going to give me an instant $75 off but the one I wanted was sold out, so the one I decided on they gave me free. What mine does now is reward loyalty with $75 after one year with the same phone and $150 off after 2 years with the same phone.
Cause they got you for the duration of their ridiculous contract for several years.
Ever notice how that $29 deal is never $29…the bills can be into the hundreds because they know peoples calling habits.
