cheap cell phone plans

will soon be moving into/rennovating a building. I have never owned a cell phone or a laptop. I am interested in finding the best deal on a cell phone and a laptop that can “talk” to each other. I mostly use the computer to surf and e-mail and 360, but it would be cool if I had a camera/editing capabilities in a compatable laptop. Soooo, help me? Thank-you all for your answers in advance…it is always frustrating when someone gives a great answer and I cannot e-mail my gratitude (user does not allow e-mail…) so, if you are in that category, thanks in advance I posted this in “cell phone” category too…

Ok my aunt has Blackjack smartphone and when my other aunt needed internet real bad we tried to connect the Apple Macbook to the blackjack via bluetooth to start up a network, but it didn’t work.
Can someone walk me through it step by step for future reference.
